above is that. E3 = federal usa, E33 is calif, and code e28 is canada., yes there are 3 cars, GEO same year, not same.

my guess is some bad guy put in a first issue 1989 cluster there. some had no VSS, at all.
the very first, ECU had no VSS, 1989 and only had one if cruise optioned was ordered. then it must know speed to cruise.
then in 1991 , ALL ECUs, use VSS for engine load. fueling. calc. 56Bxx series ECU do that.

VSS missing, why who knows, wrong head, ,parts removed, or someone put a 1989 meter in a 92 head?
there is no way to know what it is, only that its wrong and it is wrong.
IS THIS A MPH gauge? HEAD I still dont know country,. yet. MPH or KPM head (usa or canada) ?
2 doors, 4wd, 4wd has tacho with 4wd upgrades.
all early heads are 10/12 connectors.

that jack missing tells me its CALIF head or not FOR USA head, (canada, mexico , or ,Puerto Rico)
clue 3: 1: mph, 2:nag, 3: is that a 99,999 odometer I see>? clue 4: 10/12 connector pattern not 13/16 (1994 an newer)
nag, is CEL glows every 50k miles or so, telling owner (FED) that cat needs check for leaded gas damage, cept in calif , here. and no where else on earth is a there NAG switch.

as you can see DNA/carbon dating heads, is no easy job, the parts inside have no suzuki p/n to make this super easy , yes have those i do.
with EBAY , many wrong car parts magically arrive here, and get stuffed in the dash. (chaos)

All i can see is meter is wrong, all else looks ok.
someone put a meter in off a 89.... or ebay imported from gawd knows what other country, H3LL even a SAmurai or Jimny or what not.

there are 28 classes of Vitara, (no mater who's funny badge there, Geo,tracker, sidekick,sunnrunner, santana.s ) all are suzuki heads' 100s of them exist (mph and Kilometers)
not only that there are slick smog cars called JDM with there own, VSS missing heads.
and all carb based G16s ,made up to 2001 or more , with no VSS at all on carb engines.... vast made,

that casing (base part) is used on 100s of clusters. world wide. 10/12 head, i call it.

conclusion , wrong meter, or wrong head
cluster head, or meter, off wrong year, or from wrong country, are you in USA? USA has possession too, Guam, PR, Samoa and more. and have funny cars there.
But trackers found in Canada, and all USA possessions, and states,, and they are not the same.

i should have asked post 1l but forgot, , the trackers and sidekicks all have this same hood sticker, showing its really a suzuki and is for USA
see EPA words there< if missing and has a Maple leave sticker its a CANADA car, only..... I have photos of those too.
on outside uSa cars, the number plate next to battery is it, blue plate , non JDM cars. JDM is silver plate.

most these old cars , are filled with dead parts.
and wrong parts
suzuki dont sell them so.... bad happens, its in the CARDS now, and for sure in the future.
some heads at suzuki are in stock but the price is like $1500 or more... crazy expensive.

if in calif, and vss trips DTC , you fail smog
and no parts to fix it !
and ebay is near dry as a bone now on this head.

Thanks for the information. There is really no telling what has been done to this thing over the years. I bought it in Florida. I live in Alabama so I don't have to worry about inspections. As I said in an earlier post, I bought a factory service manual for 92 models. I compared my vin. To the information in the book and it showed it as a 2wd. I will do a little more research and try to nail it down. Thanks again for information and advice. Greg
