J20A Engine - Measure Fuel Pressure?

is this stock car / what car, what year?
ok on ours the end of the fuel rail has plug we can replace, with 14mm to NPT fitting. pipe threaded the left side blow, is to tank pump , feed line the right side many have a plug , just under that NEW FPR there. also look at the fuel filter fitting there as pressure tap point, 6mm on ours. but no all year have this. atm2267 fits ours. the plug fits our J20 in the SW420 grand vitara up to 2004, beyond, IDK but if you mike the plug thread it its 14mm Fitting, Metric Adapter, Oil Pressure, 1/8 in. I received the parts and have them installed. Perfect fit!
Next question... With the pump on I set the fuel pressure to 35psi (engine off). As soon as the pump is turned off, the pressure instantly drops to 25psi. Within 60 seconds it goes down to 0psi. I thought the system was to remain pressurized (for a least a minute) when the pump is turned off? I checked the system (hoses) and did not find any leaks. Pinching the return line...the pressure remains at 24psi for 1 minute. I'm using a Mallory 4305M FPR...

I have no idea at all what car that is nor that custom setup
on a stock car , that return line blocked (or pinched and keyed off ) if the pressure does hold now, that is hard proof the FPR leaks.(with no vacuum) but that car is not stock. the slow leak down only allows, 2 things to be better faster restarts and to see if the injectors like,.
