I think I solved it. (part2)
Jumped right to the leads near the motor with no movement so pulled glass and regulator to check brushes. Turned out to be corrosion at the bushing for the rotor. Could barely turn the rotor by hand when only thing holding it was the bushing. Cleaned and lubed it and it spun easily. Bad news is I broke a brush reinstalling the rotor so bought a new Dorman one for a 97-01 Camry. I guess 20 year old parts, Toyota or not, aren't going to last forever.
update: Dorman quality not up to par. They forgot to thread the holes to bolt it on to the regulator. Back to store to exchange for a Cardone rebuilt. Window works better now than it has since I got the car, 20 yr old used motors from the wreckers may not be the way to go.
