can be other things, above is common, even with a full tuneup.
spark plugs at 0.028 gap? this spark system is not high energy rated. using stock J plug, not surface fire magic plugs
you can use the high end J plugs, like platinum tips,etc that are listed in the NGK plug catalog.
misfire can be many other things,
too rich
or FPR sticking close causing gross high fuel pressure and super rich running
do the (did) the old and new spark plug tips look black?
