yes, the sad thing, even if you test the CEL lamp (dead) by doing the FSM stated procedure, (grounding the cel pin on the ECU connector. (ask)
it just may be bad. and if bad needs changing. (many cars; the PO removed it , to fool new owners)
the replacement is a tedious job. but not like replacing a heater core. hard,
The speedo head must be removed.
i can do it in 1/2hr. but first time, 1hr and there are some tricky parts (the speedo cable will fight you , every inch of way)
i have a page , just for this procedure,
best is to by the #18 GE lamp first.

notice , i had to drop the steering, wheel, about 10-20degrees' down and to do so, you have to lean how to by pass the security screws. blocking this step (ask)
there is an FSM page, that covers all this, and is free to view..... online.... (ask)
once by passed future work is 10x more easy here, and replacing all lamps on the rear, saves future, work. as the lamps are not all so good at 24 years.
