Low beams wont come on 96 Tracker

I have combined a 96 and 95 tracker to get one to work correctly. Everything seems to be going well, except I cannot get the low beams on. The flash-to-pass works just fine as well as the high beams, but no low beams. I am using a 96 dash with its wiring harness, ECU, and intake with a 95 engine and body; at least, I think it's a 95, as it was already modified when I got it. All wiring works fine (I had to rewire the rear lights, which works great) with the electrical and engine as they work. I'm unsure if the 96 had DRL, but I'm unsure how to check. I dont think it is a

so did not run Your VIN code at WWW search vin code decoders to see if car is USA, or Canada sold to car? that be first. parts are sold BY VIN only.
or you get the wrong parts or the wrong books, for sure. post your vin, with last 5 digits xxxxx out and we tell you what you own. (body ways and engine codes there)

combo cars, are not easy to fix. but can.

ok flash to pass work that is a good sign of easy fix.
fuses are first are they all good
and the HL relays good, in 1996 all those parts moved to right side of cab (USA car LHD)
huge changes in 1996, no greater change ever that year, USA EPA mandated all.
the 96 EGR is vastly changed and 10x better, with the MONO tube EGR ,just it needs cleaning eash, not pull off intake manifold for 4 egr injectors all clogged and Smog man unhappy. pain.

95 car has no 16pin DLC connector lower steering column, 16pin ODBD2 connector , 96 is first ever OBD2, and 1998 in Canada.
no country told so now why to know what is there really engine/ecu , smog and OBD1 or 2. I'd have to look.

DRL if there is a PITA, a huge huge pain, the EGR module there loves to burn it its pins, one look at it and wow burned up.
best is defeat DRL, in USA it is not manditory ever, proven useless now with actual DATA. useless, but in canada well the dont believe in real data.

key on, start, hand brake released the later puts DRL active the hand brake switch.
if HL turn on then yes.

the dash has a DRL lamp (warning lamp) if glows you do have DRL

one jumper wire defeats it read it. ok.
again fuses are fires not wires nor modules DRL or relays fuses are first.
for sure working electrics with battery connected, fuses do blow and do so on purpose.

if the car is and was in canada it sure is DRL. its the law there.
not USA< it is only for funs and giggles here.
but many cars here do have it that is for sure.
my 96 did, and was defeated by me day1. I hate it, just more parts to fail and then you cant drive at night so I do hate it. will big time despise. (AND NOW STRANDED FOR JUNK LIKE THIS)

so fill out the profile with country and if super savvy STATE, calif cars are not FED cars. Please and thank you !
calif has their Own EPA CALLED CARB OR CALIF ARB. (air research board) << and super super strict on inspections.

OKAY ,CARS ARE NOT THE SAME WORLD WIDE EVER, RADICAL DIFFERENCES. , DOT SAFETY , EPA LAWS, AND VAST ENGINES SOLD WORLD WIDE AND NOT USA.
POST THE VIN , XXXXX AT END. HELPS
PHOTOS OF WRONG ENGINE IN CAR IS WOW USEFUL (96 IN 95 BODY) hacked cars need self made documents, to share of help is expected to be useful.
