weak /useless handbrake

i can't say it doesn't work but it is very weak . I took the drum off to observe its operation , there is about a 1mm difference in diameter across the shoes handbrake on/off. The lever 25-26 seems to have no means of leverage except a little at the top against adjuster 21-22 . assembly seems correct as it looks like no room for error . Brake lever set for 7-8 clicks  

95 sidekick 8v 2dr cdn , new drums / shoes 

 any ideas ???  thanks ,

update; i fixed it but i have no idea how. ordered 2 new cables L & R , changed out the L one and that seemed to fix it but it changed nothing that i could see as the old cable was intact and the same length as the new one . One problem [ ?? ] remained as the R cable seemed longer as the yoke [ at the lever ] did not sit square. So i replaced the R cable which did not change anything . Examining the old cables i found that the R cable was indeed longer than the left , i have no idea why as the vehicles layout looks symmetrical. Two L cables would work better in my opinion. rear brake shoes are first.  (good) and adjusted to spec, using the star adjuster for slight drag and back off  a couple of licks.
then EMG.brake cables,  and its adjuster.

watch out for cloned parts, on cars./  that do not fit or last.  for sure 1995 cars
i am restoring  95 wrangler now, in my garage.  just finished brakes. and works just like  your car. (cept foot pedal)
try parts from rock auto dot com. and go by top brands, there,

the cables for 2 door ,4 door and hardtop ,rag top are not the same. << bingo?
