Fuel Pump Voltage

1990 kick only 10.6 v at fuel pump when turning over.

that is normal

the battery is 12.6v, key on. not started if 100% charged
then when you turn the key to crank
the starter uses 100 amps of current.
that in turn causes battery to go to 11v, from this load huge and batteries internal resistance.

now crank and measure at the battery direct, what you have there first then at the pump.

the pump uses 4 amps so the cheap wire  to the pump  drops  about 0.5v more.

the pump only turns (runs and pumps) cranked this car has no keyon pump 3 second prime like 91+ does.  (unless in Alaska, there is low temp rule too)
