Fast Cold idle

I have  a

1994 Suzuki Sidekick 4WD 1.6L 16V MFI SOHC 097 CID

When I start the engine cold, it idles at almost 3K. As it warms up, the engine drops in RPMs but continues to surge until it is up to temperature. After that, it runs fine. No vacuum leaks. There is no idle adjustment, it is all computer-controlled.

Help? Huh

cold idle too high ,3000
hot  idle,  800RPM normal

using scan tool (none 94) the ECT reads 180F hot, must. or as high as 200F.   always make sure the thermostat (coolant is working first) they havea  life span about 7 years.
the ECU is just a thermistor,  300 ohms hot.
tell cold engine temp and I tell you ohms here.

cold idle  is rich, (by computer tables set)
and if you get any air leaks (vacuum leaks) rich the RPMs will scream way too high,

there is no cold idle adjustements ever, the IAC does all that by temperature, only. no computer idle cold.
yes  hot over 150f the ISC wakes up and set idle by computer, the ECU  modulates the ISC to 800RPM (fast idle not active, like AC turned on.)

and old car the IAC can in fact age, just like that old themostat does,
and then gets slow and will not close  at 150f or fails to be correct air flow at what ever the overnight air temp engine temp is at key on first thing.

the IAC has wax pellet inside  that fails.  (it bolts to the bottom of the throttle body on 16v.
