cold engine idle

Looked on this site but not sure what controls the cold (high) idle on my 1993 Sidekick EFI, 16V, 5 speed, 2 wheel drive, 4 door. I think it is higher than it used to be, about 2500RPM. When the engine warms up it goes down to 800RPM.

1995, G16b, 16valve. easy.
on this engine cold start is run but that therm valve below throttle body. called IAC.
it closes at 150F. if not will race all the time, if hot and it leaks it will SCREAM
if engine is hot. 180F
and the IAC measure say above 170f with IR pyro gun then it must be closed, or the idle will scream for ever, and hot like 3000. or more.
the cold rpm varies by cold start air temps, or in morning, how cold it was last night.
if 0f the it will be near 0f and race faster.
they dont spec total open point. so... dont know.
just closed.
