0.040 volts is a shorted sensor. 40mV? (did it loose 12vdc heater power?)
the lower limit on these sensor are:
1: DTC limit is 0.120 ( yours is 0.040v way below 120 mV.)
2: the actual sensors low spec is lower. 0.100v is sensors lowest output. or 100mV
the sensor 2 , will average about 0.450 (450 mV)
if the sensor 2, acts like the fast swinging, front sensor 1, the PCM knows the CAT is dead.
the rear sensor , drifts gently and slowly at 0.450v. The sign of a good working CAT.
your 136 error is a warning that the s2 senor is stuck. 420s, means its a weak cat, in that it sees the S2 act more like S1. (cat missing does that)
air leaks at the S2 , will cause the sensor to slam to 0.100v. reading lean full time or at many important times, them means when the engine is in closed loop, Hot engine) the rear most be working right.
