on the 96. the CEL dead, means (an not headlights and not other accessories)
best place to monitor volts is
blue-black feed.
at:
main relay or
ecu pins 12 or 13 , if you lose power to this pin blue-blk the ecu goes dead, CEL dead, and injectors dead, and coil dead.
the blue-black runs about everything, even all solenoids. and
always wiggle the ignition key, this too, can kill FI power. as can IG coil fuse.. IGfuse power the main relay coil.
first make sure the fender box FI fuse is not corroded, and the wires underneath this fuse box loves to corrode. (in salt belt cars is common)
if you dismantle this fender box, pull battery neg, lug first.
