Geo Tracker OBD2 Readout

Hey guys,
Need some help on my 1996 Geo Tracker, 2WD, 5 speed, 16 valve 1.6 MFI.

I can get it to hot idle around 800rpm with the idle bleed screw turned clockwise all the way. I first suspected air leaks / failing ISC / Fast Idle AIR Valve - 
Couldnt find any vacuum leaks. New ISC. Replaced the throttle body to test with another fast idle air valve. Still no luck. 
The car emits high HC around idle so its making me fail smog.....something isnt functioning correctly....
I also just calibrated the TPS. 

Got an OBD2 scanner, was wondering if you can take a look at these numbers and see if they are correct?

These OBD2 values is from the car during HOT IDLE, ~800rpm:

MAF: ~2.5 G/s
Load: between 15-18% load
TPS: 0%
ECT: 190F
Fuel System  1 Status: Closed Loop
Fuel System  1 Status: n/a
Spark Advance: Fluctuates between 5% and 15%
Upstream O2: Fluctuates between 0.1V and 0.9V. 
Downstream 02: sticks low around 0.035V. Only when driving around for a while it seems to stay static between 0.4-0.6V
LTFT: between -7% and 5%

SHOULD THE CALCULATED LOAD BE THIS HIGH AT IDLE? 15-19% SEEMS HIGH AT IDLE, CORRECT? WHAT COULD CAUSE HIGH LOAD DURING IDLE? 
SHOULD THE TPS BE 0% AT IDLE? SOMWHERE ON THE FIXKICK PAGE, KICK SAYS HE GETS 5% AT IDLE?? 

If i turn the idle air bleed screw to a couple turns out the engine idles too high. 
With the idle bleed screw turned in almost all the way, its around 800 rpm when hot. From a cold start, the rpms are 2000rpm, then down to 1500 within a minute, then down to 800rpm until fully warmed up (have to drive a couple minutes). Does this seem normal? 

My fuel pressure is good. I rented a vacuum gauge, and from the plenum nipple I'm getting close to 25 inHG at idle. Is this too high? What could cause high vacuum at idle?
