Idle Issues: Need an IAC?

Hello -  Have a 1996 tracker, 16 valve MFI, 2WD, 5 speed. 
I've been trying to figure out why its been idling rich (keep failing smog due to high HC), I've replaced so many things but I think Im getting closer to finding the culprit: 

My symptom is that my idle bleed screw is almost turned in ALL THE WAY to get 800rpm HOT.
If i turn it in all the way, my DMM reads ~6 volts. It cant reach 7 volts even if i turn in the bleed screw all the way. 
I've checked for vacuum leaks. None. I replaced most vacuum lines too. 
The ISC is new and its not leaking. 

IF I UNPLUG THE ISC, AND TURN THE IDLE AIR BLEED SCREW IN ALL THE WAY, THE MOTOR STILL RUNS (200-400RPM). 
In the scenario above, the motor should die, correct? 

I'm thinking my issue could be the IAX WAX PELLET thingy - maybe its not closing all the way? 

How can I test if its that, what kind of clay should I pack it with? I cant find a replacement IAC or gasket anywhere....would my best bet be a junkyard?
