Where is the windshield cowl drain?

yes, if the cowl coffer dam is not exceeded, with hug water levels in the cowl box.
then there is rust there or sure the windshield caulk , fractured.

testing 1,2,3:
one way to test this besides looking in said box. for debris. leaves, etc. is to pour water in the box.
from up top at the vents, left, outside car, and look to see if the drains work and that the water does not rise to the level of the main heater coffer dam.
if not, then the leaks is else where.
the dam is a collar metal ring that gets fresh air up in the middle of the cowl box. dry air. if it leaks the heater box leaks first. that is clue 2.
