then in 1988 Calif, laws mandate this first, for the near future. its only for smog, period. ever been to LA before then, you cant breath there at all, red eyes, chocking , bad.
most auto makers built to the CALIF regs, for OBD1, so they can sell to all 50 states. (saves money ) some cars had some calif only sensors, silly this is,,, totally, like 3 and 4 wire o2 senors. yes, silly.
there magic here, nobody knew the futures, ABS ,Air bags, EPS, et cetra, (not invented yet) nor was it a topic then, only choking on the air mattered,,
but OBD1 is only for smog, yes they wanted makers to put in digital comms of some type (not a standard yet) to get failure codes. there is no standard yet ! No standard tools, but some makers of tools had plugins that allowed one tool to fit many cars (complex it is)
in the year, December 7, 1995., finalized all EPA rules on OBD2,(our invention )
The 1996 model years are mandated, now.
It covers smog. (goals)
and communications using federal P0 codes. only. IT is now a standand, one tool even for $10 works. (like the ELM 327 chip based tools work)
It does not cover, ABS , nor AIR BAGS nor any future magic.
how could it.?
we do have over regs, endless. but not scan tool rules.
The car makers have in fact added vast number of DTC codes. and live data modes.
If you need that , then you must buy it from any of 100s of tool makers.
talk to them. its there job to address your needs.
So here we are obd2, stilll in 2017
and the electronics on cars have exploded.
for 2 reasons.
customer wants toys, endless bs toys.
and the maker wants to lower costs.
so they use a power PCM/BCM /TCM to do all that, and with there OWN unique advanced PIDS and DTCs. P1, P2 and p3 and lots more.
they are way far beyond the meager needs of OBD2 now its not funny.

Air bags
EPS
talking cars. (Cortana like)
computer based, HVAC, controls and thermostats that read body heat. yah
U-connect bs.
heated seats.
electric seat up ,down, back and tilted.
electric windows.
Thief and security laws too, for IMMO.
Can-bus run radio and silly steering wheel buttons. and super complex, clock spring to match, yah., mines recalled. dang.
electronic free cruise, its just software, with TBW
throttle by wire to avoid that nasty 1 billion dollar Toyota lawsuit, (from silly floor mats btw) and 4 , count them 4 TPS sensors;...
and more, lots more.
and guess what?,DTC fed , P0xxx codes do not cut it now,..
the world has advanced.
so charge your customers for the tool, (amortized costs, passed on) like all do, now....
and select tools with great care.
They think now rich you will get , fixing talking cars and U-connect bs..... fixing those expensive toys,,,,,
