blue-red is timing freeze jumper not diag.
the cluster wire, if grounded, will make the CEL glow, the other side of lamp is 12vdc key on.
so that tests the lamp.
then when that cluster violet wire is connected to the ECU pinA14 ,then the ECU can flash it. on demand
grounding ecu pin a17, diag pin, causes the ecu to go in to DTC flash the codes mode.

pin 2in the donor, car, 16v , is diag. pin, this blue yellow, (blue with yellow stripe)
