Ok problem resolved. Someone posted on my youtube video that same thing happened after replacing his O ring on the distributor without marking the distributor location before. He asked for help. That helped me. I moved my distributor by one gear notch and voilĂ problem gone. I still have a higher idle at 1200 RPM but the surging is gone.
Now for the fine tuning I'm going to get my air box in place and look at the higher idle.
I had closed off the ISC valve with tape for testing. I have since removed the tape and re-installed. My ISC does click but idle is not affected by a power load (headlight or blower fan)

ok the ISC blocked and is 500
so ISC is stuck open
is coil still 6 ohms?
Isc if common failure , or bad gaskets (cut wrong, not two holes but a huge wrong ellipse?)
or the valve is just stuck inside clean it?
its leaking , why is the only wonder....
