Water controlled IAC...

rare but happens.
it's easy to test, 2 ways,
off car in hot water (tested just like the THERMOSTAT, cept to blow air through it. hot/cold)
or on car block the port, when engine coolant , is hot. (if blocking it hot, causes no RPM change, its good, and if idle is fast cold, then it working cold)

as these cars get older, some are 22 years old, these parts will fail. and are very hard to get.
all that matters, is that they work now, not what might happen, as all things, like this will fail, eventually.
