12.5v is about 25% low, the question is, why is it low?( my wild guess, excess cranking?)
what is voltage running? 13.3 to 15v across the batter is correct. if alternator is working and engine 750 RPM and more. (belt not loose to ALT)
but the jumper cable failure is key.
slow cranking, (sounds like dead) what does the sound , sound like.
1: starter dead silient.
2: starter slow.
3: starter clicks.
for the starter to click , (at least) it only takes, (besides charged battery, good key switch and good clutch switch.
firsts is to wiggle key, and wiggle clutch pedal depressed, cranking.
then smack the starter then solenoid with a hammer. no so hard as to cause dents, taps.
last , hot wire the starter solenoid, jumper the big lug to the tiny lug.
it must crank now. or battery /starter or cables are bad. (by bad battery, that can be discharged) all 4 ends of the starter cables must be clean and tight.
