code 44 meANS IDLE SWITCH SET WRONG (TPS NOT CALIBRATED CORRECTLY IS CAUSE)
first off 145psi at x4 ?, 150 to 170 psi is spec, cold to hot.
The IAC loves to fail this old (in the base of the Tbody TB) to see if true. use 5% throttle and crank it. this adds air so the engine can run.
barn find cars, have bad fuel, so that must not be kept in the tank, as it will clog the injector.
yes the TPS calibration is tricky on 8v the most.
that is because of that DASH pot fast idle, device on top of TB. it must be retracted to set the TPS.
14 steps, less at 10 if you skip the Go/NOGO steps.

the ECU caps may be bad (dried out inside it) or just that large one in the corner (25uf at 50v?) read the side of cap, it's a $1 fix. and polarized pins, do not reverse it.

check fuel pressure at the test port on the fuel filter. , a bad FPR this old is super common.
keyon, 3 times no start 31 to 41 psi
same running, it does not vary at all like 16valve engine does
the only variance is with altitude. higher the altitude the lower the fuel pressure
