Notice the 1 gasket that goes between the top and base of the TB seems to be missing a hole - please advise if I should add this hole. (seems obvious I should) may help someone else in the future to know.no automatic trans and where is the brake booster?
I would still like my original question addressed. "Which of the 3 holes in the isc should /should not allow air to pass through with NO power to noid.
that is a 90 TB no lie
now I know what you mean by holes. and we can do all that.:
the TB has holes that must not be blocked and other must be. or what are called from carbs to now Drillings (bottom of TB fuse sure has those, and are blocked or it fails)
i guess there are more, sure the 3 holes in the ISC air valve end , too. (I have no drawings of the guts of any ISC made 89/90, but i think is like 2 air in and 1 out or the reverse. not sure,... )
lots of holes there are..
first is bottom side TB

see those water and air holes must not be blocked and the 5 that must?
the slot can be a slot or just some holes where this slot is. this is ported vacuum that slot.
see my home made gasket here, this answers the red arrow question in your photo. these next links.

now the top. you do not have what I call the idle bleed air screw, seen only 91+
the 90 top has 3 things to block or not. the underside of the air horn side see , the answer there, too, not photo'd, there is nothing there 80/90 .
the inboard hole is blocked, due to , not a 91 air horn with no air bleed valve there, but i really can not see your front view, straight on.
I say that due to some cars have mixed up parts even in the TB. so photos of all sides of TB are needed to wax smart me.

next is it top of TB.
last is best the Pro grade gasket kit
shows them all 5speed ,3speed and , pre 91 and 91 up all in one kit. (the extra gaskets for 3sp auto is for the silly base heater gaskets.)

this is 91 + but ignore the bleed path. (top horn air bleed)
