1990 has has no 3 holes. at all, 91+ up does.

I can not see your car, nor the engine nor the TB nor the ISC on your car , please show photos and we can talk x10 more effective.
31 year old cars have this bad habit of gaining swapped in wrong parts, for sure on 90s. where parts are so super hard to find. now.

in the year 1991 suzuki added 2 water hose/passages to the ISC this water path heats up the TB and makes cold starts make less smog and longer lasting CAT.
This is what those water pipes do, they are just open paths in/ out water, no 89/90 ever had such a water path. ever.
on the 89/90 there is no electric plug on the IAC, it has just 2 pig tail wires, , and inside the ISC as it connect to the TB are 2 air holes.
first is 91+ up. GENE 2 and 3 cars only 91-98
off my ISC page. the fresh air enters hear and exacts on the back side, to TB, and is closed at 0volts and opens with 12vdc.

the ecu modulates this solenoid 200 times a second to control idle.hot. it is in fact a solenoid air control valve in pure engineering parlance.
here is what 90 ISC looks like , poor photos. 31 year old cameras are junk. a generation 1 car it is, (was) what is now, I can never guess.
now we do 89./90 Gen 1 car. notices the total lack of any kind of coolant (water) heating in the ISC. and the 2 times lower solenoid coil at 6 ohms not 12.

photo 2 in link above, shows someone long ago Jerry rigged the ISC gasket to get idle speeds higher with dead ISC. hot.
you should tell me how 91+ engine got in to your 90 car, so I can talk and not have to do all years made. over 4 generations.
