Timing Issue

each time (no pun) you make that radical change,  the distributor must base timed again from scratch, #1 firing (not 4) at crank at 0deg  TDC firing.
as you can see 3 rotor positions, 2 wrong, make that job 3 times more labor...
not counting the gear set wrong, any of 13 teeth. ( wow,  39 permutations of tries, and 1 works right.)
some get fooled that there are 3 locations until they see only ONE location of rotor goes, FULL DOWN SEATED.
your photos all look correct I see the cam lobs on #1 near or on heels.
so  what does the timing light show, even engine cranked and where does the flash happen.? if wrong does moving the distrib clamp let you -5BTDC?  or does the clamp slot block you?

did you check the rotor with dust cover off? so you can see both rotor tip and CMP ROTOR relationship?
the spark wires,  1,3,4,2,  CCW the rotor spins opposite direction to 8v.  so wires are laid down backwards on this engine.


keep in mind with all steps done perfect  if the rotor is installed wrong the CMP timing can never be right.  that is why dust cover off photos are best.
