to see if cam is off, a dial indicator on the top of piston, can find it. see pistons off TDC with crank at TDC mark 0
OK the manifolds were off, so engine can pump max air, easy
very good.
so if the starter spun fast then 100PSI is wrong. 300-RPM is possible with just starter.
did you let the needle peak??? or do that silly thing in many books , counting turns. do not do that let the engine peak the gauge. for true testing. (its a bench mark test and very reliable)
if the rings or valves are bad it fails. too sure.
but all are low. (hinting at cam timing))
