vacuume nipple - cje32303 - 03-05-2016

I have a new to me 1991 tracker with a 1.6 8v engine. I was in the process of replacing some of the vacuum hoses when I noticed the nipple on the intake was about 3/4 clogged. Its the one located between the tps and the head on the intake. The hose goes to the bottom of the throttle opener valve. I first tried card spray and compressed air with no luck. Next I took a small pick and it seamed pretty solid. Is this like this from the factory or do I need to try to drill this out.

nipple on the intake
use carb cleaner, and a bailing wire, sold copper wire, or coat hanger wire, never use a drill
or buy pipe (smokers pipe ) cleaning brushes. soaked in carb cleaner.
hose 28, nipple. Dash pot VSV vac, source. it's a hard vacuum port.

id not drill it , it might take a 90deg turn inside, we don't have xrays, the manifold.
there are no orifices here, its just a casting and drilled passage. does the nipple unscrew (hex base.,?)

looks to me, that that cone shape inside is 100% metal, scratch it , does it shine? yes then is metal and is on purpose.
it only take 8inches of vacuum to retract the Dash pot vacuum slave.
my guess, is this orifice (missing on mine)
is a safety upgrade. (keep in mind, this intake is used 1991 to 1995 and way longer world wide. (lots of possible revisions over time)

what happens (MAP based engines are risky)
if the hose falls off with a gaping huge hole there .?
the RPM screams, and on A/t cars drivers panic (never m/t cars as we do all shifting and RPM is not scary to us)
and if it screams, you get to be like Toyota with a $1.5billon lawsuit. (in the future i can see camera's watching drivers feet)
so easy to get super fast dangerous idle speeds.
and there are other hoses, too, that are man killers (not us) and that is the huge vacuum booster, air leaks there, wow. scream city.


the PCV valve is also an oriface.
one guy here found huge caddy engine, PCV valve here, and engine screamed.
